The situation with Windows 11 observed today, 13 September 2021, is described in this article.


Note: based on section 5 of the official Windows 11 Minimum Hardware Requirements, Windows 11 does not apply the hardware-compliance check for virtualized instances either during setup or upgrade.


Microsoft's new Windows 11 operating system will start rolling out to eligible devices on October 5 in a phased and measured approach, and the upgrade will be free if you're already a Windows 10 user. If you're a member of the Windows Insider Program, you can download the Windows 11 Insider Preview build today and test out some of its new features, such as widgets, snap layouts, virtual desktops, and the new Microsoft Store. Microsoft uses several options to check if your machine is eligible for the upgrade. One of them is the PC Health Check app.

Install Windows 11


Note: 16 September 2021 Microsoft has announced the change that aligns the enforcement of the Windows 11 system requirements on Virtual Machines (VMs) to be the same as it is for physical PCs.

So, a virtual TPM chip is required for upgrading to Windows 11. To add a TPM chip to your virtual machine, follow the steps from KB 122702.


Upgrade to Windows 11

If you're a member of the Windows Insider Program, you can upgrade your Windows 10 to Windows 11. 

If you use the PC Health Check app to check if your Windows 10 virtual machine is compatible with Windows 11, in some cases, the PC Health check app can show This PC doesn't currently meet Windows 11 system requirements error message: 

However, upon clicking Windows Update Settings > Check for updates the upgrade to Windows 11 will be offered and you can upgrade your Windows 10 to Windows 11.

Since Windows 11 does not apply the hardware-compliance check for virtualized instances either during setup or upgrade.

So, you can proceed to Windows Update Settings > Check for updates and upgrade your Windows 10 to Windows 11.
