Starting from Parallels Remote Application Server (RAS) V19.3 it's possible to supply all node IPs, enabling High-Availability to RAS <> Scale HC communication.
In the provided example, the Scale HC cluster contains 3 nodes with the specified IPs. During Remote Application Server operations, all commands are sent to a single node. However, should the active node go down/not reachable, RAS will automatically switch to the next and continue operations.
