When publishing an application with a parameter, it's necessary to use quotes when the parameter string contains a path with spaces or system variables.

Navigate to Parallels Remote Application Server Console > Publishing, and click Add:

Select Application as Item Type and click Next:

In most cases, Server Type will be RD Session Hosts but publishing application from Remote PC is also possible. Once selected, click Next:

On the next window select Single Application as Application Type:

Select server(s) this application should be published from and click Next:

In Application window click browse button (...) next to he Target field:

Window for file browsing will open:

Search for the name of a particular executable and either double-click it or select it and click Open:

Most of the fields will be filled automatically:

Rename application and specify the parameter in quotes if system variable is used and click Finish:

Parameter syntax: "%windir%\System32\dsa.msc"

Alternatively, use the actual path without variable and click Finish:

As a result, when launched from Parallels Client, the application will look the same way as it would be launched with parameter specified in Windows CLI, Powershell or a shortcut to mmc.exe:
