Symptoms
HALB devices have 'Not Applied' status when configured on RAS v18 Tenant Broker:
Virtual Server has the same status:
The same issue occurs when RAS Tenant Broker is upgraded from v17 to v18.0
Cause
Known issue.
Resolution
The fix should be available in RAS v18.0 Update1.
Workaround
Downgrade Tenant Broker Farm to v17.
