RESOLUTION

Parallels Agent in Parallels Virtuozzo Containers 4.0 may be started in compatibility mode (compatible with Virtuozzo Agent from Virtuozzo 3.x) using this command on hardware node:
# /usr/sbin/vzagent_compat_ctl start
