[FIX] VE lock during the starting/stopping of the wanarp driver.

SYMPTOMS

If wanarp driver was restarted inside a VE. Then an attempt to restart the VE is taken, after which the VE is locked.

RESOLUTION

This issue was fixed in Virtuozzo update 35147. Please run Virtuozzo Update Wizard and install Virtuozzo updates up to VZU35147
