How do I stop all VEs quickly?

RESOLUTION

The most quick and safe way to stop all VEs on a node is to stop Virtuozzo service:
# service vz stop

or
# /etc/init.d/vz stop


This command will correctly shutdown all VEs on a node and stop all Virtuozzo-related services as well.
