Every time I run Creation Utilities the error appears: "Access for administrator from address '127.0.0.1' is restricted in accordance with IP Access restriction policy currently applied."

It means that you set Plesk CP access policy to "deny" and didn't specify 127.0.0.1 in 'allow' list. 
Please login into Plesk CP and add 127.0.0.1 to the list of allowed IPs.
