Symptoms

Customer was created in Parallels Plesk Panel (Administrator Control Panel -> Hosting services -> Customers).

But it was not propagated to 'Customer & Business Manager'. (Administrator Control Panel -> Business Operations -> Customer)

Resolution

'Customer & Business Manager' is integrated with Parallels Plesk Panel providing one way provisioning. All data from the 'Customer & Business Manager' is provisioned to the Plesk interface. However changes in the Plesk interface are not provisioned to 'Customer & Business Manager'.

If the 'Customer & Business Manager' software is being used on the server, all changes should be made in the 'Customer & Business Manager' interface.
