Resolution

To check which licenses are currently installed and loaded, use the following command:
# vzlicview

To install a new license, put its content into a file and run the following command:
# vzlicload -f "the_full_path_to_the_license_file"

Or, point to the Parallels Server license as the "product_key" option:
# vzlicload -p product_key
